Try SPORTS CHALET, there are shops in several locations in Orange County and they even have swimming pools and offer Scuba instruction at many of them. The tuition fee for Open Water Diver (PADI) certification is $165, which I think is about average. You are likely to be required to purchase your own Mask, Snorkel, Fins and neoprene booties. Rentals for beach dives and Boat Dive fees may add to the basic tuition cost.
There are also independant Dive Shops all over the county. Liburdi’s in Irvine — Laguna Sea Sports — Pacific Wilderness — those three shops I have dealt with and might be worth checking out as well.
